0-19 Service

Overview of Service

An integrated, county wide, 0 to 19 Service is provided by School Nursing and Health Visiting working together.

The 0-19 service provided to children aged 0-5 years and their families in Bedfordshire will be based on the Healthy Child Programme, produced by the Department of Health and updated in March 2008. The implementation of the Healthy Child Programme will ensure that every family is offered a comprehensive programme of screening, immunisations, developmental reviews and information and guidance to support healthy choices.

The Healthy Child Programme will provide individual and tailored support to ensure that children receive appropriate referrals to specialist services where indicated and that families are signposted to wider support systems.

The 0-19 service in Bedfordshire will deliver the Universal component of the Healthy Child Programme, as specified by the Department of Health.

In addition to the core universal services, the 0-19 Service will be responsible for
providing some Progressive Services.

Where Service is based

The 0 to 19 Service covers all children registered with Bedfordshire GP Practices and those who are not registered with a GP but live in Bedfordshire.

Bedford Team 2 - Enhanced Services Centre, Bedford
Bedford Team 3 - London Road Health Centre, Bedford
Bedford Team 4 - Kempston Clinic, Halsey Road, Kempston

Central Beds Team 1 - Flitwick Health Centre, Flitwick
Central Beds Team 2 - Shefford Health Centre, Shefford
Central Beds Team 3 - Biggleswade Locality Office, Biggleswade

South Beds Team 1- Leighton Buzzard Clinic, Leighton Buzzard
South Beds Team 2 - Houghton Regis Centre, Houghton Regis
South Beds Team 3 - Queensborough House, Dunstable

How patients can access the service

Referrals for children aged 0 to 19 (if in full time education) are accepted from :
•GPs
•Midwives
•School nurse
•Health visitor
•Children’s Centre staff
•Education staff and schools
•Acute services
•Safeguarding children
•Social services and housing
Self referrals are also accepted

Referral Criteria

This service will accept referrals pertaining to a child and family’s health and well being. Referrals for children aged 0 to 19 (if in full time education) are accepted from children and families, midwives, education staff and schools, acute services, Safeguarding children team, GPs, social services and housing. Self-referrals are also accepted. This list is not exhaustive.

Exclusions from Service

Ages 0-5: If a child is not registered with a Bedfordshire GP or is a non Bedfordshire resident.

Ages 5-19: If a child is not registered with a Bedfordshire GP and is a non Bedfordshire resident and not in education services in Bedfordshire

What Response Times to expect

All families with children under 5 years newly registered with a GP or moved into the area are contacted within 5 working days of the Health Visitor being notified.

Families seeking telephone advice and support from a health professional will receive a response within 48 hours.

School aged children are contacted within 48 hours of the referral, between 9am and 5pm, during the working week.

All children under the age of 5 years and their families are contacted within the agreed time frames laid down by the Healthy Child Programme.
